(1-22-07) Last week Attorney General Alberto Gonzales appeared before Senator Arlen Specter, Chairman of the Senate Judiciary Committee, to testify about the domestic spying program, which has been stalled in its implementation because of squabbles regarding who’s going to run it and who’s going to have the oversight capacity.

Initially the National Security Agency (NSA) was exposed by the New York Times in December 2005, as being authorized by Bush to monitor international phone calls and e-mails of citizens without first obtaining a court warrant from FISA (Foreign Intelligence Surveillance Act) court."
