Is the Civilian Response Corps the next FEMA?

Okay, I know President Elect Obama isn't even in office yet.
We already have the " Birth Certificate" thing going, and now this.
What gets me the most about this is that it was reported by the Associated Press.
It's not some Conspiracy site, but mainstream media.
The other thing that surprises me about this is it's a congressman saying this......

Georgia congressman warns of Obama dictatorship

A Republican congressman from Georgia said Monday he fears that President-elect Obama will establish a Gestapo-like security force to impose a Marxist or fascist dictatorship.
"It may sound a bit crazy and off base, but the thing is, he's the one who proposed this national security force," Rep. Paul Broun said of Obama in an interview Monday with The Associated Press. "I'm just trying to bring attention to the fact that we may — may not, I hope not — but we may have a problem with that type of philosophy of radical socialism or Marxism."
Broun cited a July speech by Obama that has circulated on the Internet in which the then-Democratic presidential candidate called for a civilian force to take some of the national security burden off the military.
"That's exactly what Hitler did in Nazi Germany and it's exactly what the Soviet Union did," Broun said. "When he's proposing to have a national security force that's answering to him, that is as strong as the U.S. military, he's showing me signs of being Marxist."
Obama's comments about a national security force came during a speech in Colorado about building a new civil service corps. Among other things, he called for expanding the nation's foreign service and doubling the size of the Peace Corps "to renew our diplomacy."

Of course the following day, Broun backed away from his statements, saying on a radio interview, "I regret putting it that way," and "I apologize to anyone who has taken offense at that."

Well The Bush administration has endorsed this idea, calling for a civilian reserve corps to handle postwar reconstruction efforts, such as rebuilding infrastructure. As a matter of fact, the Civilian Response Corps was already established in 2006.
Of course this groups stated goals are to "deploy rapidly to countries in crisis or emerging from conflict, in order to provide reconstruction and stabilization assistance."
Nothing evil there.
But then again look at FEMA, it's stated purpose is "to coordinate the response to a disaster which has occurred in the United States and which overwhelms the resources of local and state authorities." but look them up on the Conspiracy sites.

The CRC may be the next FEMA for the Conspiracy buffs.
